The phone call received by you is indeed a scam. Similar calls are being made to hundreds of phone numbers.
Visa or Master Card do not deal directly with consumers. They deal with banks.
The scammer was attempting to grab your card number, name, date of birth and even the security code!
We should call our banks only at it’s official phone number which would be at the back of the bank card.
Scammers may call and send text messages pretending to be a Bank and will either direct victims to a phishing site or would try to extract account info over the phone
