Anyone calling in advance, that you are going to be served, is a cheat. He must be part of an extortion gang, which tries to scare people into paying money. Don't call back at all.
Moreover automated calls are used to deliver same scam message to thousands of people. It's not targeted at a specific person. Phone numbers are stored in a database and the call is made one after the other, by a computerized system set up by crooks.
Everyone gets the same message that they are going to be served!
It's a scam looking for people who get scared quickly. Once victims call back, the scammer will go for the kill and ask them to pay $$$ immediately and will threaten them by revealing falsely, that they will end up paying many times more and land themselves in jail too, if they do not pay
