Scam Phone Number 2813105628, Stephanie Higgins, FAKE Bureau of Investigations tries to scam elderly.
"Stephanie Higgins" from the "Bureau of Investigations" called me to informed me that there is a warrant for the arrest of an acquaintance of mine (who has also received the same call over a year ago in reference to me). I asked what jurisdiction she was working for since many states have a BoI. She simply asked her initial question more forcefully. So I pressed for details again at which point she said that was fine that she would just send the warrant. At which point I told her I didn't care if she sent a warrant or not since I am not the person in question, and I do not care whether or not he goes to jail. Then she hung up. I called back several times, and she was very committed to her little scam. She always answered the phone as Stephanie Wiggins (what detective answers phones all day?) I notified both my local police and Alabama State Bureau of Investigations, and an agent from AL SBI followed up. Both agencies confirmed that this is a scam that tries to get money from the elderly.
If "Stephanie" ever reads this, I want her to know that this is between her and the Lord now, and that there are more honest ways to make a living as I told her on the phone. To answer her question of "Who am I to lecture her?": I'm a sinner just like her, but I don't hurt the elderly or try and bilk honest folks out of money. Oh, and also I'm the guy who will see this through for as long as it takes to shut her down.

Police Scam
The calls that you are receiving are certainly scam. Work of extortion gangs. The arrest threat is a mere scare tactic, to coerce victims to cough up cash.
A debt collector could sue someone who has defaulted on payments for breach of contract and civil fraud, but they cannot have him /her arrested. They can only ask a court for damages. The use of word “arrest” in their conversation, gives away the con game, that these extortionists are playing out
Report the call to the Sheriff’s Office and also inform the caller (if he calls again) that the call is being taped as advised by the Police and he will be caught.
Another important trademark of scam is that the callers would not identify themselves, their office and it’s physical address. (They might give fake details which you can easily determine as bogus, if you check online)
You should ask them to send a Debt Validation Notice to you by mail (Don’t give your address. They are supposed to have it) within 5 days of the phone call. Tell them that you are aware of legal provisions and will only respond to Debt Validation Notice sent in accordance with FDCPA. Period!
