The popup and the browser lock was placed by the very same thief, whom you called. You allowed him to access your computer and he would have certainly stolen a whole lot of information.
It's important that you change all your passwords and also monitor your credit card / bank accounts regularly till you feel safe.
Get your computer cleaned by a technician, near your home.
Ensure that you take copy of personal info on a backup device and delete all such data, before computer is handed over to the technician.
Get the latest antivirus and anti malware programs installed. Enssure that your back device is cleaned before data is loaded back to your computer.
Hope this works!
MORE INFO:
These foreign scammers are known for injecting virus into victim’s computer and completely damaging it. They will then offer to clean it, for a large Fee.
Even after the payment of Fees, users have found to their horror, that nothing has been done to remove the infections.
The error that we make when we receive such a call, is in presuming that the call is arriving from within the US and hence could probably be legit.
Don’t get carried away by the local number displayed. Scammers from Asia who run call centers spoof the phone number using software, to make it appear local.
